Security personnel must be aware of the potential dangers and take every precaution to ensure they adopt safe practice. Positional Asphyxia (restraint asphyxia) can be defined as obstruction of breathing as a result of restraint technique. It occurs when the position of a person&#8217;s body interferes with their ability to breath. If this is not recognised, death can occur from asphyxia or suffocation. Any body position that interferes with breathing can cause death.</p>

			<content:encoded><![CDATA[<p>SPAAL members are reminded that the lodgement period for reporting entities to submit a <a href="http://www.austrac.gov.au/amlctf_compliance_report.html">2011 AML/CTF compliance report </a>ended on 31 March 2012.</p>
<p>This compliance report covers the period of 1 January 2011 to 31 December 2011 and relates to business activities during this time.</p>
<p>Submitting a compliance report to AUSTRAC is a requirement for reporting entities under the AML/CTF Act. Failure by a reporting entity to lodge a compliance report may prompt AUSTRAC to more closely examine that entity’s broader AML/CTF compliance behaviour.</p>
<p>The easiest way for businesses to submit their compliance report is electronically through <a title="AUSTRAC Online" href="http://www.zoommaillite.com.au/ch/22166/2b44tt1/1424384/ca0dd14br7.html">AUSTRAC Online</a>.</p>
<p>During May, AUSTRAC will issue final notice letters to reporting entities it believes should have submitted compliance reports, but have not yet done so.</p>

			<content:encoded><![CDATA[<p>A new national business names registration service will replace the current state/territory systems, so that businesses only need to register their name with a single register nationally.</p>
<p>The national business names registration service is expected to commence on <strong>28 May 2012</strong> and will be administered by the Australian Securities and Investments Commission (ASIC).</p>
<p>ASIC staff will visit all capital cities in April/May to discuss the new national service and answer questions. For further information or to register for ASIC&#8217;s national business names roadshow, visit the <a title="ASIC Business Names" href="http://www.asic.gov.au/asic/ASIC.NSF/byHeadline/Business%20names" target="_blank">ASIC website</a>.</p>
<p>Existing businesses do not need to do anything to transfer their business name to ASIC when the new national business name service is launched. Existing state and territory business name registrations will automatically be transferred into the new national register.</p>
<h3>Transition to the new register</h3>
<p>Each state and territory will be winding down its business name services in the period immediately leading up to the start date of the new national register. ASIC will not accept business name registrations or renewals before the <strong>28 May 2012</strong>. There may be a period of time prior to the commencement of the new service in which you cannot perform some services. This is essential to facilitate the transfer of business names data into the ASIC register.</p>
