			<content:encoded><![CDATA[<p>Minor changes proposed by the Security Licensing Enforcement Directorate (SLED) to the <em>Security Industry Act 1997</em> were recently identified as suitable for the Statute Law Revision Program and <strong>commenced on 6 January 2012.</strong></p>
<p>The changes were primarily designed to clarify some aspects of the defined security activities in section 4 of the Act. The following new definitions of the terms <strong><em>bodyguard</em></strong> and <strong><em>crowd controller</em></strong> are likely to be of greatest interest to the security industry:</p>
<ul>
<li><strong><em>Bodyguard</em></strong> means a person who is employed or engaged for the purpose of providing close personal protection to another person.</li>
<li><strong><em>Crowd controller</em></strong> means a person who, in respect of any licensed premises (within the meaning of the <em>Liquor Act 2007</em>), public entertainment venue or public or private event or function, as part of his or her regular duties performs for remuneration any of the following functions.</li>
<li>controlling or monitoring the behaviour of persons,</li>
<li>screening persons seeking entry,</li>
<li>removing persons for behavioural or other reasons,</li>
<li>any other function prescribed by the regulations.</li>
</ul>

			<content:encoded><![CDATA[<p>Queensland bodyguards and crowd controllers need to complete units of competency every three years as part of licensing requirements. This refresher training – known as revalidation training – makes sure licensees remain up-to-date with the latest industry standards and techniques.</p>
<p>Bodyguards and crowd controllers are required to provide the Office of Fair Trading (OFT) evidence they have completed these units of competency by the required dates. Many of these security providers only provide their Certificate of Completion from their training organisation. However, this certificate does not detail whether the units of competency were completed via recognition of prior learning or not.</p>
<p>The units of competency required to be completed every three years are:</p>
<p>CPPSEC3002A – Manage conflict through negotiation</p>
<p>CPPSEC3013A – Control persons using empty hand techniques</p>
<p>HLTFA301B – Apply first aid</p>
<p>These units are specifically prescribed as revalidation training and OFT will not accept these units of competency completed via recognition of prior learning.</p>
<p>To ensure bodyguards and crowd controllers have been retrained in the required revalidation units, OFT also requires <strong>a copy of the Record of Results</strong>. The Record of Results details whether a security provider has completed the units of competency required in the three year period, and not via recognition of prior learning.</p>

			<content:encoded><![CDATA[<p>At the SPAAL Members Meeting held on the 13 December 2011. The Hon Michael Gallacher, MLC, Minister for Police &amp; Emergency Services announced the following proposed changes to the regulation of the NSW Security Industry.</p>
<p>More detailed information on the proposed changes will provided to members once the draft legislation is available for review in 2012. The Minister expressed his desire for ongoing consultation with industry and to have a cooperative and transparent SLED. A further stakeholders&#8217; forum will be held once the draft legislation is available for feedback from industry.</p>
<ul>
<li>Provisional licensing scheme to be abolished</li>
<li>New licence classes and fees</li>
<li>Conditional Class 1 licence</li>
<li>Subcontracting disclosure &#8211; Master licence holders will be required to declare subcontractors</li>
<li>New licence renewal process &#8211; licence holders will able to be renew a licence, rather than having to reapply</li>
<li>Online service permit - a Master licence holder can apply to add extra employees for special events</li>
<li>Public reporting on SLED operations to all stakeholders</li>
<li>Manpower and Technical sectors compliance to be treated equally by SLED</li>
<li>Compliance inspections undertaken by SLED</li>
<li>Greater Police involvement in SLED operations</li>
<li>Removal of mandatory membership for Master Licence holders</li>
</ul>
<p>SLED Advisory Group - stakeholders to be appointed -</p>
<ul>
<li>improve industry compliance with legislative requirements;</li>
<li>address identified barriers to improving industry competence and compliance levels;</li>
<li>conduct joint initiatives or education campaigns targeting, or relating to, various sectors of the industry; and</li>
<li>exchange information about SLED and industry activities.</li>
